George C. Bolton, P.S.M.
President
George C. Bolton, President, has been an Associate
for over 40 years with Biscayne Engineering Company. A Florida
native Bolton’s historical connection with BEC has deep
family lineage as his grandfather E.E. Harvey was one of the
original stock holders of the firm. He has managed to continue
the rich tradition of the firm’s integrity, professionalism
and experience having worked under some of the early predecessors.

Mike Bartholomew P.S.M.
Vice President of Surveying
Mike Bartholomew, Vice President, has spent
16 of his 19 year professional career as Professional Surveyor
and Mapper with Biscayne Engineering Company. He received
his Associate of Technical Arts in 1987 from Everett Community
College in Everett, Washington. He received his professional
registration from the State of Florida’s Department
of Business and Professional Regulation Board of Professional
Surveyors and Mappers in 1997.

Patrick High P.E.
Vice President - Land Development
Patrick High, received his B.S. in Civil Engineering
in 1983 from Michigan Technological University and his Professional
Engineer registration in 1988. High brings over 24 years of
experience as a Senior Civil Engineer and has consulted in
the areas of land development, water resources, utilities
and general civil engineering projects. He is a member of
the American Society of Civil Engineers, Florida Engineering
Society and the National Society of Professional Engineers.

Andrew Conner, P.S.M.
Vice President of Operations
Andrew Conner, joined Biscayne Engineering
Company in January 2007 as Vice President, after spending
the previous seven years working as Professional Land Surveyor
and Mapper for Miami-Dade County Public Works Department.
Conner has a family lineage of previous surveyors as both
his father and grandfather before him were Professional Surveyors
and Mappers. He is a Miami native and graduated from Miami
Norland High School. Later he attended Miami-Dade and Broward
Community Colleges where he took his coursework in Land Surveying.

Albert R. Dettbarn, P.E.
Vice President - Director of Engineering
Albert R. Dettbarn, Vice President and Director
of Engineering, Biscayne Engineering Company received his
B.S. in Civil Engineering in 1973 from University of Miami
and M.B.A. Coursework from Florida International University.
A native Floridian and a registered engineer since 1981, Dettbarn
has been with BEC since 2004. He has headed many significant
projects for the firm. He is a member of the Florida Engineering
Society and the National Society of Professional Engineers.

Betty Ferrer
Vice President
Administration
Betty Ferrer, Vice President of Administration,
and Chief Financial Officer Biscayne Engineering Company has
been with the company since 1977. She began as a receptionist
and has worn every hat imaginable during her stint such as
Billing Clerk, Accounts Receivable, Accounts Payable, Payroll,
Human Resources, assisted in Surveying and Engineering departments
and continues to be hands on in all aspects of the company’s
daily operations.

Ruben Mesa
Field Crew Supervisor
Ruben Mesa joined Biscayne Engineering Company
in January 2005 bringing with him 18 years of experience as
a Field Crew Supervisor. Mesa has worked on several representative
projects during his career including District IV Right-of-Way
Mapping with the Florida Department of Transportation; Jackson
Memorial Hospital University for the University of Miami,
Waterford Park for the Hogan Group and Miami International
Airport for Miami-Dade County.
